my 2 year old yellow lab has never been vaccanated she is not mean and she does not have rabies she is a house dog but i was told bye my city officals if i do not vaccinate i will be fined and my dog will be taken. she is a lover not a biter she loves everyone and never barks at anyone what do i do ?
